今年，耕地保护将立“军令状”

1px;">对耕地保护层层签订责任书，是党中央、国务院的要求。2022年中央一号文件提出，要落实“长牙齿”的耕地保护硬措施。实行耕地保护党政同责。<strong>把耕地保有量和永久基本农田保护目标任务足额带位置逐级分解下达，由中央和地方签订耕地保护目标责任书，</strong>作为刚性指标实行严格考核、一票否决、终身追责。2022年3月6日，习近平总书记在看望参加全国政协十三届五次会议的农业界、社会福利和社会保障界委员时指出，耕地是粮食生产的命根子，是中华民族永续发展的根基。要采取“长牙齿”的硬措施，全面压实各级地方党委和政府耕地保护责任，<strong>中央要和各地签订耕地保护“军令状”，严格考核、终身追责，</strong>确保18亿亩耕地实至名归。</span></section><section 1px;">2022年底，各省、区、市“三区三线”已划定，耕地和永久基本农田范围、位置、数量已全部落实并可以实现上图监管。目前，签订耕地保护目标责任书，将耕地保有量和永久基本农田保护目标任务足额带位置逐级分解下达已具备条件。可以肯定，2023年，耕地保护将签订目标责任书，由地方党委和政府立出“军令状”。根据相关报道和文件要求，这次签订的目标责任书至少有以下特点：</span></section><section style="letter-spacing: 1px;">按照中央要求，对耕地保护目标责任实行严格考核、一票否决、终身追责。目前，自然资源部每年均开展国土变更调查和耕地卫片监督、卫片执法，某地是否完成了目标任务，无论在技术上还是管理上都有一套比较成熟的监管办法。此外，耕地保护任务完成不好，其他工作再好也会实行一票否决且终身追责。</span></section><section
