normal;">要强化舆论宣传，进一步营造学法尊法守法用法的大氛围。区人民政府及其相关部门要把对《中华人民共和国食品安全法》等食品安全相关法律法规的宣传贯彻作为一项长期性工作切实抓好，特别是要将企业负责人、质量安全管理人员作为普法的重点人群，不断提升其法律意识和道德观念，推动全区食品行业持续健康发展；</p><p style="white-space: normal;"> </p><p style="white-space: normal;">要强化基层基础，进一步增强食品安全监管战斗力。实行监管重心下移，配齐配强基层食品安全监管执法队伍，加大食品安全财政投入力度，积极解决基层监管力量薄弱等问题。</p><p style="white-space: normal;"> </p><p style="white-space: normal;">要强化多维监管，进一步筑牢食品安全监管安全线。坚持预防为主、源头治理的思路，日常监管与专项整治有机结合，建立健全生产经营档案和监管档案，实施分级分类管理，积极利用互联网、大数据服务食品安全工作，形成动态与静态相结合的监管方式，提升监管效能。</p><p style="white-space: normal;">要强化文明执法，进一步提升城市“烟火气”。坚持做到依法行政、文明执法，增强服务意识，积极引导和帮助企业规范经营、健康发展，深入企业指导和帮助解决实际问题。不断加强对早市、夜市及学校周边食品流动摊贩的监督管理，坚持“堵”“疏”结合，促进“三小”食品安全总体状况持续改善，让城市“烟火气”更具“安全感”。</p></section></section></section><section
