优化营商环境丨蔡甸区电力外线工程占道挖掘实现“承诺即开工”

wrap;">蔡甸区投资建设项目一站式中心工作人员在服务企业的过程中了解到，该项目满足蔡甸区最新推出的“信用承诺+以函代证”的审批模式，立即组织相关部门单位开展现场勘查，相关单位现场与企业签订管线保护协议，审批部门出具“告知承诺备案函”，将办理时限由原来的10个工作日缩短为现在的2个工作日，申请材料由原来的12项压缩为现在的3项（即提供中标通知书、施工合同、告知承诺书）。</p><p style="text-wrap: wrap;"><br/></p></section><section powered-by="xiumi.us"><p style="text-wrap: wrap;">据了解，这是蔡甸区办理的第一例非居民（中、小微企业）电力接入工程实行告知承诺管理的项目，也是进一步优化电力接入工程审批流程的新突破。</p><p style="text-wrap: wrap;"><br/></p><p style="text-wrap: wrap;">非居民（中、小微企业）电力接入工程可不再办理规划许可、临时占用挖掘城市道路审批、涉路施工许可、涉及城市绿地树木及占路许可等审批事项。企业在明确破路、破绿方案、占路保护以不低于原设计标准的恢复方式后，持“告知承诺备案函”即可施工。同时，按照“谁建设、谁负责，谁监管、谁负责”的原则，通过“武汉市审管一体化平台”信息共享，各部门可实现精准监管，对于没有完成承诺的，监管部门将失信信息推送至信用管理部门，依法依规处罚和整改。</p><p
