湖北进一步下放用地审批权 武汉襄阳等八市州获建设用地审批权

line-height: 2em;"><span style="letter-spacing: 1px;">《通知》明确，对省政府批准国土空间规划的<span style="color: rgb(28, 66, 136);"><strong>武汉市、襄阳市、宜昌市、黄石市、荆门市、咸宁市、随州市、恩施州</strong></span>等8个市（州）（不含武汉市中心城区；不含宜都市、大冶市），在其国土空间规划确定的城市和村庄、集镇建设用地规模范围内，按土地利用年度计划，分批次将永久基本农田以外的农用地转为建设用地的，省政府委托8个市（州）政府批准。对应范围内属于省政府批准权限内的土地征收审批事项，同步进行委托。<br/></span></p><p style="text-wrap: wrap;"><br/></p><p style="text-wrap: wrap; line-height: 2em;"><span style="letter-spacing: 1px;">《通知》提出，对省政府批准国土空间规划的<span style="color: rgb(28, 66, 136);"><strong>仙桃市、潜江市、宜都市、大冶市</strong></span>，在其国土空间规划确定的城市和村庄、集镇建设用地规模范围内，按土地利用年度计划，分批次将永久基本农田以外的农用地转为建设用地的，省政府试点委托仙桃市、潜江市、宜都市、大冶市等4个市人民政府批准。对应范围内属于省政府批准权限内的土地征收审批事项，同步进行试点委托。试点期至2025年12月31日止。</span></p><p style="text-wrap: wrap;"><br/></p><p style="text-wrap: wrap; line-height: 2em;"><span style="letter-spacing: 1px;">《通知》要求，被委托市（州）、直管市、县级市人民政府在委托职权范围内，实施农用地转用和土地征收审批工作，组织自然资源等相关职能部门开展建设用地报件资料审查。按照最新的新增建设用地土地有偿使用费征收等别、范围和标准，在办理农用地转用审批手续时，负责新增建设用地土地有偿使用费的征收管理。并按规定及时将相关委托在自然资源部备案，并做好信息公开工作。</span></p><p style="text-wrap: wrap;"><br/></p><p style="text-wrap: wrap; line-height: 2em;"><span style="letter-spacing: 1px;">《通知》强调，省自然资源厅要加强对被委托地方政府用地审批工作的指导和监督，建立用地审批“双随机、一公开”抽查和评估制度，对存在越权或违规审批等突出问题，经提醒后拒不整改的，或者连续2年评估考核处于末等次的地方政府，省政府将收回委托审批权。</span></p><p style="text-wrap: wrap;"><br/></p><p style="text-wrap: wrap;
