长江日报聚焦 | “幸福食堂”开进村子里，60岁以上老人3元5元享受两荤一素

255);"><br/></span></p><p></p><section>“5块钱能够吃什么？5个馍馍或一碗热干面。在我们村可以吃到两荤一素。”11月10日中午，在蔡甸区大集街道彭湾村“幸福食堂”排队打饭的村民彭常记说。<br/></section><section><br/></section><section>“幸福食堂”当天中午供应的是三菜一汤：粉蒸肉、冬瓜烧肉、清炒土豆丝和紫菜蛋汤。</section><section><br/></section><section>菜品价格很亲民：60岁以上的老人5元，70岁以上老人3元，80岁以上的老人免费，90岁以上的老人送餐到家。</section><section><br/></section><section>65岁的彭常记说，这个“幸福食堂”自10月16日开业后，他家里中午就没“开过灶”，“便宜、放心、饭菜软烂好嚼，很受老人欢迎”。</section><section><br/></section><section><span style="font-size: 20px;"><strong>“幸福食堂”解决村里老人吃饭难题</strong></span></section><section><br/></section><section></section><section><br/></section><section>11月10日中午11时许，村里的老人们来到食堂等候开饭。记者李永刚 摄</section><section>中午11时20分，距“幸福食堂”开饭还有10分钟，村里老人掐着时间、拎着饭盒，三三两两结伴而来。200平方米的食堂餐厅，因老人们的到来变得热闹。老人们分坐在10张餐桌前，聊着家常、等待开饭。</section><section><br/></section><section>11时30分，“幸福食堂”志愿者叶子一一揭开三个不锈钢菜盆盖子，菜香随着热气蒸腾弥漫餐厅。老人们纷纷起身，依次排队在机器上刷卡，并将手中饭盒递给叶子。叶子动作麻利，三勺下去盛了满满一碗菜。</section><section><br/></section><section></section><section><span style="font-size: 14px;color: rgb(136, 136, 136);">志愿者为老人打菜。</span></section><section><span style="font-size: 14px;color: rgb(136, 136, 136);"><br/></span></section><section>89岁的孙克珍是村子里“第二高寿”的人，自“幸福食堂”开办后，她成了这里的常客。她家距食堂300米，走路5分钟。到饭点，她会约上湾子里的几个婆婆“一块来吃，吃完一块回”。</section><section><br/></section><section>孙克珍说，她在外打工的儿子只有周末才回来，儿媳妇也是白天上班晚上回家，中午家里只有她一个人，“一个人吃饭，一个菜太单调、两个菜吃不完”。</section><section><br/></section><section>“幸福食堂”每天会根据老人们的反馈来调整第二天的菜品。彭湾村党支部书记刘自祥举例说，比如肉末豆腐，有的老人喜欢吃，有的老人因痛风不能吃。“幸福食堂”在安排豆制品菜品时会增加一道菜，让每位老人都吃好。</section><section>刘自祥说：“天气好时，来食堂吃饭的老人多达60人，超过村里老人的一半。”</section><section><br/></section><section><strong><span style="font-size: 20px;">开张首日“食堂座椅完全坐不下”</span></strong></section><section><br/></section><section></section><section><span style="font-size: 14px;color: rgb(136, 136, 136);">老人们在食堂就餐。</span></section><section><br/></section><section>南连中德国际产业园、东邻文岭生活城的彭湾村，距最近的集镇菜市场约7公里。全村有村民202户，村里常住村民210人，其中，60岁以上的老人超过半数。</section><section><br/></section><section>“村里青壮年多在外工作和生活，上年纪的村民上街买菜吃不消，也不舍得吃好的。有的老人炒个青菜、煮点稀饭就把中午饭打发了。”刘自祥说，村里早在3年前就有开办“幸福食堂”的打算。</section><section><br/></section><section>去年底，彭湾村正式启动“幸福食堂”建设，将其作为“共同缔造”活动及民生服务保障提档升级的一项重要内容。</section><section><br/></section><section>办“幸福食堂”需要场地，场地选在哪里？尹业和等村里的老党员主动张罗村民开了村民议事会。经共同商议，村里决定扩建村委会旁的闲置厨房。</section><section>“幸福食堂”建成后，谁来运行？如何收费？彭湾村党员志愿者利用3天时间入户走访，听取居民意见后决定：“幸福食堂”由村集体自营，运营费用从村集体收入支出。“60岁以下的村民10元一餐，年龄越高，收费越少。”刘自祥说。</section><section><br/></section><section>这个“幸福食堂”的开办方案得到蔡甸区委组织部、大集街道及民政部门的支持，相关部门为食堂置办了座椅等设施。</section><section><br/></section><section>10月16日，蔡甸区首家村级“幸福食堂”在彭湾村开张。刘自祥记得，前来尝鲜就餐的村民有100多人，“食堂座椅完全坐不下”。</section><section><br/></section><section>当中午的热闹回归下午的冷清，翻看账单的刘自祥心里一惊：一天亏了1000多元，“这样岔着吃不能持久，得细算账”。</section><section><br/></section><section><strong><span style="font-size: 20px;">打算对企业开放实现收支平衡</span></strong></section><section><br/></section><section></section><section><span style="font-size: 14px;color: rgb(136, 136, 136);">志愿者将热腾腾的蛋花汤送到老人的餐桌前。</span></section><section><span style="font-size: 14px;color: rgb(136, 136, 136);"><br/></span></section><section>第一天菜做多了，第二天菜不足，第三天菜不软烂，老年人嚼不动……开张26天的彭湾村“幸福食堂”，在经历各种各样的问题后，逐渐走上正轨。</section><section><br/></section><section>在彭湾村村委会的一个本子上，记录着每天食材采购的支出：</section><section><br/></section><section>……</section><section><br/></section><section>11月8日，五花肉5斤60元、猪肝10斤80元、青椒5斤15元、南瓜15斤30元</section><section><br/></section><section>……</section><section><br/></section><section>村民自发组建的“幸福食堂”监督委员会，每周会对食堂账目、卫生、菜品、服务等方面进行评价。党员志愿者主动承担食材采购、卫生清理、打菜分餐等任务。</section><section><br/></section><section>“南瓜是我们村民自己种的，由志愿者上门采购，鱼、肉及非本地蔬菜由志愿者到菜市场购买。”尹业和说，价格亲民的食堂深受村民欢迎，有时志愿者到村民家采购蔬菜，最怕碰到村民不愿收钱的情况，“要拉扯好一会儿。”</section><section><br/></section><section>“幸福食堂”如何保证长久“幸福”？刘自祥给长江日报记者算了一个账：幸福食堂每月采购支出在1万元左右，聘请两名村民当厨师，月工资合计5000元，一个月运营成本约15000元。</section><section><br/></section><section>“食堂也对村内企业工人开放，每位工人一餐收费10元，这些收入可以适当补贴食堂运营。”刘自祥按目前“幸福食堂”运营情况计算，村集体每月只需补贴食堂4000元，“目前村集体每年收入接近30万元，补得起。”</section><section><br/></section><section>刘自祥说，彭湾村对“幸福食堂”也有着长远规划：在食堂运营稳定后，向中德国际产业园区域的企业开放以实现收支平衡。</section><section><br/></section><section
