color: rgb(27, 55, 94);"><strong>一、总体要求</strong></span><span style="letter-spacing: 2px;"></span></section><p style="text-align:justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><span style="letter-spacing: 2px;">认真贯彻习近平总书记关于新型工业化的重要指示精神和全国新型工业化推进大会部署，深刻把握新时代新征程推进新型工业化基本规律，充分盘活工业用地资源，充分对接优质工业企业需求，因地制宜开发建设一批容积率较大、建筑高度较高、楼层数较多的工业楼宇，打造节约、集聚、高效的制造业发展空间格局，加快构建以先进制造业为骨干的现代化产业体系。到2025年，建成工业楼宇200万平方米以上，新贡献工业总产值200亿元以上，新增规模以上工业企业200家以上。</span></p><p style="text-align:justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><br/></p><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（一）产业导向</strong></span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">聚焦产业链关键、核心和缺失环节，坚持“一楼一主导产业”，遴选满足环保和安全要求，国家及省市鼓励发展，适宜在高层厂房生产的低能耗、低排放、低噪音、低震动“精密小轻”产业，重点发展光电子信息、新能源与智能网联汽车零部件、高端医疗器械与生命健康、高端装备、北斗与空天信息、时尚消费等优势产业，以及人工智能、大数据、量子科技等新兴产业和脑科学与类脑智能、未来生物制造、下一代网络、精准医疗等未来产业。</span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（二）建设方式</strong></span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">可采取新供地、更新改造（含拆除重建）、提容改造（含增加建筑物）等方式建设。鼓励各类投资开发公司、国有企业、民间资本参与“工业上楼”项目投资建设及运营管理。支持持有存量工业用地的企业、有工业园区开发和招商运营经验的企业参与“工业上楼”项目投资建设及运营管理。</span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（三）建设要求</strong></span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">1.用地规划。用地性质应为一类工业用地（M1）或者新型工业用地（M0）。实施工业用地控制线管理，中心城区原则上不得调减工业用地，全市工业用地总规模只增不减。确因建设重点功能区、重点更新单元需调减工业用地的，应当报市人民政府审批。</span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">2.建筑形态。符合城市控制性规划要求，按照工业、科研建筑设计规范进行设计，不得采用住宅类建筑的套型平面、建筑布局和外观形态。滨水临山、机场净空等敏感区域项目的建筑高度、容积率应符合有关管控要求。</span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">3.空间布局。行政办公及生活服务设施用地面积不超过项目总用地面积的7%，且建筑面积不超过项目总建筑面积的15%；工业生产必须的研发、设计、检测、中试设施，可在行政办公及生活服务设施之外计算，且建筑面积不超过项目总建筑面积的15%。</span></section><p style="text-align:justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><span style="letter-spacing: 2px;">4.功能配套。以符合安全生产、节能环保等标准为前提，在完善水、电、气、网等配套设施的基础上，综合考虑设备承重、垂直运输、“三废”处理、减振隔音等条件，满足企业生产需求。</span></p><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（四）管理要求</strong></span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">1.自持比例。开发投资企业自持面积比例不低于总建筑面积的50%，自持部分允许出租或者整体转让，但不得分割转让。</span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;" class=""><span style="letter-spacing: 2px;">2.分割转让。办理项目不动产首次登记时，自持部分应整体登记，非自持部分可按幢、层、套（间）等基本单元划分不动产单元后进行分割登记，转让后在不动产登记簿及证书上备注相应限制条款。生产、研发、检测、中试等产业用房分割转让建筑面积不得低于500平方米，受让人应当是独立法人单位，且符合各区产业类型、投资和产出指标等准入条件。配套用房的分割转让，应当与产业用房挂钩，受让人购买配套用房占配套用房总建筑面积的比例原则上不得超过其持有产业用房占产业用房总建筑面积的比例。</span></section><p style="text-align:justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><span style="letter-spacing: 2px;">3.用途管制。按规划产业类型使用，不得擅自改变用途，因特殊原因确需改变的，应当报市人民政府批准。各区人民政府与项目开发主体签订《“工业上楼”项目履约协议书》，内容包括产业准入条件、产业内容、建设时序、自持比例、投资强度、产出效益、税收贡献、节能环保、分割转让要求以及相关违约处置措施等条款。</span></p><p style="text-align:justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><br/></p><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>三、重点任务</strong></span><span style="letter-spacing: 2px;"></span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（一）加强产业指导。</strong></span><span style="letter-spacing: 2px;">市推进“两个一百平方公里”工业园区建设工作领导小组负责统筹推进“工业上楼”工作。建立“工业上楼”导向产业目录，制订“工业上楼”产业引导指南，明确“工业上楼”产业类型。制订“工业上楼”建筑设计指南，明确“工业上楼”项目认定标准和高层工业建筑层高、柱距、楼面荷载、垂直交通、消防安全等相关规范，提高工业楼宇安全性、经济性、适用性。各区参照环保安全、减振隔振、工艺需求、垂直交通、设备载重等要素筛选模型，制订细分领域“工业上楼”适应性指南，按照原材料及生产环节逐一明确适宜布局楼层。</span><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（二）制定年度计划。</strong></span><span style="letter-spacing: 2px;">各区加强“工业上楼”项目策划和招商引资，结合城市更新改造，按照产业导向和建设要求，梳理年度“工业上楼”项目，明确项目位置、用地范围、建筑面积、开发主体、运营主体等内容，备案后纳入年度“工业上楼”项目计划。商业、办公等非工业楼宇按照规定改变用途后，对用于发展符合产业导向的制造业的楼宇，视同“工业上楼”项目。</span><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（三）优化项目审批。</strong></span><span style="letter-spacing: 2px;">“工业上楼”项目规划调整、用地许可、方案批复、施工许可等审批事项由区级实施，涉及市级审批权限的，由市相关部门依法给予支持，鼓励实行“多证齐发”、拿地即开工。按照尊重历史、实事求是原则，对手续不完善的现有建筑依法完善手续。依法取得工业用地项目，若控制性详细规划为其他性质，现状为工业且符合“工业上楼”建设要求的，可认定为“工业上楼”项目。各区细化“工业上楼”项目审批流程，明确监管责任部门，加强日常监管。<span style="color: rgb(27, 55, 94);">（责任单位：市自然资源规划局、市城建局，各区人民政府）</span><span style="color: rgb(0, 112, 192);"></span></span></section><section style="text-align: justify;text-indent: 0em;margin-left: 16px;margin-right: 16px;line-height: 1.75em;"><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（四）降低开发成本。</strong></span><span style="letter-spacing: 2px;">按规定对“工业上楼”项目免收城市基础设施配套费。鼓励存量工业用地综合运用厂房加层、增资技改、整治改造等方式实施“工业上楼”，在符合相关法律法规前提下，不再增收土地价款。“工业上楼”项目鼓励因地制宜使用装配式建筑、海绵城市、停车位配比等建设条件。鼓励国有企业按照“保本微利”原则参与“工业上楼”园区建设运营，内部收益率可控制在4.5%以下。</span><span style="letter-spacing: 2px; color: rgb(27, 55, 94);"><strong>（五）强化政策支撑。</strong></span><span style="letter-spacing: 2px;">加强市区联动，整合优化资金投入，充分发挥财政资金引导撬动作用。每年对各区“工业上楼”进行考核，将新引进企业数量、新贡献工业产值和地方税收增长等因素作为重点考核内容，并根据考核结果对各区给予奖励。奖励资金主要用于各区综合平衡“工业上楼”项目的土地整备、公共设施建设、拆迁补偿、公共服务、招商引资、运营奖励、建设补助、租金补贴等。各区可按“工业上楼”项目产业用房每平方米不高于500元的标准补助项目建设主体，对新入驻且每平方米产值达到1.5万元、2.5万元、3.5万元的工业企业（含软件企业），分别按实际租金的10%、20%、30%给予补贴，单个企业每年最高补贴30万元。</span><span style="letter-spacing: 2px;
