158);"><strong>优化市级社会福利院布局</strong></span>。结合全市人口老龄化趋势和多样化养老服务需求，按照具备全托型养护、综合服务等功能的要求，扩建市第二社会福利院第三期项目，提升特困供养对象兜底保障和应急救援能力。建设市第三社会福利院，打造市级综合型公办养老机构，强化基本保障、示范引领等功能。聚焦失智老年人、特殊困难精神障碍患者，启动市第四社会福利院项目，谋划市第五社会福利院项目，提升专业服务水平。</span></section><section 158);"><strong>推进区级公办养老机构建设</strong></span>。按照具备全托型养护为主综合服务功能的要求，整合闲置资产，通过新（改、扩）建方式，建成8所区级公办养老机构，新增床位不少于3300张。支持建设（含新建、改扩建）床位宜在500张以内公办养老机构（含特困人员供养服务机构），以及病床使用率较低的公立医疗卫生机构开展医养结合服务。</span></section><section 158);"><strong>鼓励社会资本投资养老服务</strong></span>，兴办面向不同收入人群的养老服务机构，落实项目规划、土地保障、财政支持、税费减免等方面支持政策。实施城企联动普惠养老专项行动，支持社会力量建设专业化、规模化、医养结合能力突出的示范性普惠养老服务机构。引导养老服务机构连锁化、集团化发展，与国有企业优势互补，促进养老服务均衡发展。</span></section><section 158);"><strong>推进区域性特困人员供养服务中心建设</strong></span>。各新城区结合辖区特困供养人员数量、分布情况，深入推进特困人员供养机构体制机制改革，稳步推动农村福利院转型发展，进一步盘活存量资源，建成3所护理型床位占比达到80%以上，具备医养结合服务功能，且能够满足周边3个及以上街道（乡镇）特困人员集中供养的区域性特困人员供养服务中心，新增床位不少于500张。</span></section><section 158);"><strong>发展街道（乡镇）养老服务综合体</strong></span>。按照公建民营、民办公助的原则，通过独立占地或者复合利用的形式，重点推进63个具备机构、社区、居家、医养结合等养老服务业态于一体的枢纽型养老设施建设，设置接待探视、集中照护、综合服务、膳食服务、康复训练等功能区，新增床位不少于3700张，重点为特困、经济困难、高龄、失能失智、计生特扶、优抚对象等困境老人提供普惠托养服务。原则上各街道（乡镇）至少建成1家养老服务综合体，单个街道总人口超过10万的，应当增设1个养老服务综合体。</span></section><section style="color: rgb(0, 0, 0);">完善社区养老设施网络</span>。按照新建住宅小区每百户不低于30平方米、单处建筑面积不小于300平方米，已建成住宅小区未达标的按照每百户不低于20平方米、单处建筑面积不小于200平方米的标准，<span style="color: rgb(48, 97, 158);"><strong>优化配置社区养老设施不少于100个</strong></span>。原则上每个社区配置1个，可结合社区公共服务中心进行共享共建，设置餐饮室、休息室、阅览室、文娱室、康体室、谈心室、室外活动场地、厨房或者配餐间等，具备助餐供应、日间照料、精神慰藉、文娱健身、医疗保健等功能。</span></section><section style="cursor:
