margin-bottom: 0.53rem; padding: 0px; line-height: 1.75em; font-family: MyFont; font-size: 25.92px; text-align: justify; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em;">破除地方保护和市场分割的路径依赖。全国统一大市场建设追求的不仅是“大”，更是“通”和“活”。然而，有的地方囿于局部利益考量，或明或暗设置壁垒阻碍要素自由流动，试图固化自身“小循环”利益格局；有的地方人为制造“政策洼地”，诱使企业追逐套利空间而非创新价值，衍生出大量低效同质化竞争。这些行为看似局部正确、短期可行，却导致要素流动阻滞，降低了经济运行的整体效率。《全国统一大市场建设指引（试行）》明确提出，各地区不得限制商品和要素跨区域自由流动，不得妨碍经营主体依法平等准入、退出和迁移，不得突破国家规定的红线底线违规实施财政、税费、价格、土地、资源环境等方面的招商引资优惠政策……一个个“不得”，意味着地方要打破“一亩三分地”的思维定式，在加快融入和主动服务全国统一大市场中拓展更大发展空间。<p style="margin-top: 0px;
