1px;">打开武汉市地图，犹如一座“湿地上的城市”，境内江河纵横、湖泊密布，拥有165条河流、166个湖泊，全市湿地面积约为16.24万公顷，占区域面积的18.9%。5个湿地自然保护区、10个湿地公园，犹如散落在城市之中的绿色明珠。</span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;"><br/></span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;">在这座镶嵌于河湖间的“国际湿地城市”，如何处理人与湿地的关系是一道“必答题”。</span></p><p style="letter-spacing: 1px;">20多年前，随着城市化、工业化快速推进，填湖造楼、围湖造田一度导致不少湖泊萎缩，湿地遭到破坏。</span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;"><br/></span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;">“水被污染了，鸟儿也不愿意来了。”武汉市蔡甸区消泗乡渔樵村原村支部书记陈为炳说，生态环境不好的时候，飞来过冬的雁群常常无处落脚，只好反复在天上盘旋，留下一声声苍凉的悲鸣。</span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;"><br/></span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;">2010年，武汉痛定思痛，在全国副省级城市中率先为湿地保护立法，出台了《武汉市湿地自然保护区条例》；2014年，《武汉市湿地自然保护区生态补偿暂行办法》开始实施，探索用激励机制引导农民调整种植和养殖方式。</span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;"><br/></span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing: 1px;">从完善制度设计，到健全保护管理体系，武汉湿地保护驶入“快车道”。退养还湿和湿地生态修复等一些具体措施被提上日程。从2017年到2021年，武汉市累计投入湿地保护修复资金9.65亿元，共计退渔还湿9.5万亩、退耕还湿1万亩。</span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span 1px;">今年十月，一只大红鹳现身沉湖，这是继去年之后大红鹳第二次在此现身。在武汉市观鸟协会副会长魏斌看来，如果去年大红鹳是“误闯”沉湖，那今年再次驻足，说明它们也觉得武汉的生活条件不错。</span></p><p style="margin-top: 0px;margin-bottom: 0px;line-height: 2em;"><span style="letter-spacing:
