民警在暴雨险情中

成功营救三名被困群众

8月12日上午10时40分，谷城县公安局南河派出所所长彭冉正带队在辖区常态化开展治安巡逻防控工作。

就在他执勤期间，派出所紧急接到119联动转警：

辖区有群众驾车涉水被困，受持续降雨影响，现场水位持续快速上涨，被困人员已紧急转移至车顶避险，情况十分危急！

险情突发，刻不容缓。接警后，所长彭冉第一时间与报警人取得联系。经沟通得知，被困人员为一家三口，三人途经此地时，因道路积水、路况不熟误入偏僻小路，车辆进水熄火后无法移动，暴涨的积水迅速围困车辆，三人被困车顶、进退两难。

危急关头，慌乱的报警人无法精准描述具体被困位置，给救援工作带来极大阻碍。为快速锁定救援点位，民警耐心引导报警人添加微信、发送实时定位，初步确定被困人员大致区域。同时，民警结合辖区路况，联动周边热心群众多方排查，最终精准锁定被困车辆具体位置。

降雨仍在持续，现场积水深度已达2至3米，常规救援车辆无法靠近。水流湍急、水位持续攀升，被困群众随时面临溺水、车辆被冲走的危险！

为最大限度缩短救援距离、争取救援时间，民警紧急协调周边热心群众，调用家用挖掘机开辟救援通道，借助挖掘机涉水优势抵达距离被困人员百米左右的安全区域。但因前方水域水流复杂、水深超标，挖掘机也无法继续前行，近距离救援任务只能依靠民警徒手开展。

水位还在持续不断上涨。危急时刻，彭冉果断穿戴好救生装备，携带抛投绳、救生圈纵身跳入湍急积水中。面对持续上涨的水位和凶险水流，他无惧危险、逆流前行，往返水域四次、横渡百米积水区域，精准将救生装备送达被困群众手中。

在民警的专业施救与现场群众的合力协助下，经过紧张营救，被困一家三口最终全部成功上岸，全程无人员受伤。

民警经事后了解，三名被困群众当日前往南河辖区送货，因主干道部分路段积水封路、无法通行，临时绕行乡村小路，不慎误入积水深坑，导致车辆熄火被困。

民警以无畏和智慧
